As far as the movie needs him, he's a cocky computer/tech guy. He's also dressed like he was a hipster in his 20's (now-ish) and kept the look even though it doesn't suit him--someone who doesn't care how he's perceived so long as he's comfortable. He's got a rosary around his wrist, a nicotine patch, (what is probably)a religious-ish prison tattoo on one hand, and a thug-ink type of neck tattoo that says "legalizer." All he has to do in the movie is be the guy on the other end of the com.
But that is just a wealth of character created in just a few strokes. And that's what I kind of love--the feeling that characters like Choi and Newt and Hermann existed, that they have lives behind them, instead of just being meat puppets moved around. Backstory isn't always relevant, but hinting at it makes characters seem like people.
