Hell yeah it is, except since we don't know what Cecil looks like at all, he could be white, black, hispanic, an Cthulu monster, etc. Though, most fandom draws Cecil as white.

We also don't know what race Carlos is, just that he's "dark skinned."

He's dark skinned and his name is "Carlos". I'd say it's a safe bet to say he's at least Hispanic, more probably Latino.

I always just pictured Cecil as white because his voice actor is. But I guess I don't know what Carlos' voice actor looks like so...

Yes! I mean I don't picture him exactly like that, but once I saw Cecil Baldwin I couldn't stop picturing WTNV Cecil as a skinny white guy.

I do agree with what appears to be the universal head canon for Carlos though.
