As long as you are not putting on blackface (actual blackface not what the Tumblr idiots consider blackface), cosplay whoever the hell you want.

I'm no expert on this, but traditional blackface was a really parody and very racist stereotypical depiction of POCs. It usually has emphasized eyes, exaggerated lips, and bright white teeth.

Presumably the difference is that cosplayers playing a POC character may use makeup to look dark, but with any of the traditional "blackface" characteristics.
