I agree with what you're saying about Poison Ivy but I actually think that applies to Riddler as well, and the Joker, and well almost all Batman villains.

I just do not like what Nolan did to the Batverse, the whole point of Batman villains is that they are over the top looney. Nolan's versions aren't even close to what they should be.

I guess YMMV because I still think she's a bit sillier than the rest. Maybe it's the green skin. A "crazy clown" villain feels like it could show up in either adults or kids stuff? A "sexy evil plant lady" feel like it's from a kids show only.

I'm sure that's true. But I think the Joker manages to retain his essence somehow, and lo and behold, he's the most memorable and likable villain in the movies. The other villains, yeah your probably right.
