I don't get what's so funny or likeable about him.

I don't get all the love for Barney either. He was okay in the first few seasons, but after he got back together with Robin, I found him hard to handle.
Robin seemed like she was pandering to him in season 8 and Barney doesn't treat her that well. I liked them when they first got together, but not anymore. They're better off without each other now.
Season 8 Barney/Robin almost makes me ship Robin/Ted (which is problematic too. Poor future mother. She'll have to deal with all his Robin hangups).

It's a wish fulfilment thing. from their pov he's the ideal male, free to do as he wants to women without fear of repercussions. Same as the Fonzie secret the other day.

For the record, I find him attractive. I just don't think he's a nice character or someone we should find appealing in this society. But people do.

The entire purpose of the genre is to give viewers ridiculous caricatures that they can point and laugh at.
