I'd assume that was blonde as well. Wouldn't it be colored in if it were supposed to be a darker color?

Not always the case in manga, especially if the series is down to earth, real world, slice of life japan or something. Since manga is black and white, hair will often not be colored in for the sake of variation, even if the "intended" hair color is just brown.

It's really case by case, though.

Maybe, but the character OP used definitely has brown hair so that doesn't apply in this case.

Depends what you mean by "darker". Because if the default hair colour is very dark brown, then a character with light brown hair wouldn't necessarily register to most people as having dark hair - they'd consider it rather light.

But since it's manga, they could have white hair, or light green hair, or any light color of the rainbow.

Hair colors in manga are usually like this:

blond:
Image
note the highlights, I see it like that in every manga

everything dark (including darker brown):

red:
Image

everything else (brown, pink, turquoise, light blue, etc.): see the secret

Of course there are always exceptions.
