In this case it isn't reclaiming, it is an inuit/eskimo thing. All gypsies are romani (apart from the irish ones, but lets keep it simple), but not all romani are gypsies. Gypsies are a distinct subset and taking away their identity and branding it a slur is called erasure, which is a much bigger crime.

Except it's considerably more complicated than that - which is why there isn't actually a "right" answer.
