You would rather start over with a character than use CC or cheats even just to fix their eye color?

If you're not averse to custom content that doesn't fall under mods, there are "contacts" you can get that will appear to change the eye color but are actually just makeup.

http://www.modthesims.info/d/293184 -- takes your default eyes, whether Maxis originals or replacements, and "converts" them into contacts
http://www.modthesims.info/d/324181 -- does the same thing, but only for one eye, so if you want eyes that are mismatched in color but not style...
