Here's a tutorial on permanently changing eye color with SimPE. The illustrations aren't inside the post, but the pictures are in order, so you can tell where they go. I've never done it, but it seems pretty straightforward.

But, yeah, the 'contacts' are the much easier way, as long as you don't mind the genetics not changing. They fall under "full face" makeup, with the fairy masks the Summerdreams wear.
