I've always interpreted 'slur' as a very strong so I think I'd have to say no.

That being said, in contrast to everyone else here, I HAVE seen it used for people or characters with psychological or developmental disabilities far in excess of the times I've seen it used for individuals merely acting immaturely. In the absence of context, I would usually assume someone tossing the word around was trying to imply the former rather than the latter. It may not be on the level of 'retard' (an actual slur), but it's still plenty gross.
