Ask him out! You said no because of reasons particular to that time in your life (busy, not ready for relationship, etc.). Those are things that change. Hell, LIFE changes. We all change all the time. It isn't even remotely stupid to ask him out now that you want to/are ready. And even if someone does think it's stupid, so what? Life is for living and being happy. Do what you want to do and ignore the idiots who would laugh at you pursing whatever makes you happy. It sounds like something a parent would say to a 3rd grader, but they really are just jealous. Live your life how you want. And if that includes asking out someone you earlier turned down, so be it.
