Nothing wrong with two sixteen-year-olds having sex - in fact, even in states/countries where the age of consent is 18, I don't think two 16-year-olds having sex would be illegal (because which 16-year-old would be the criminal and which would be the victim?).

What's creepy is when it's a 16 year old and an older (more than a few years older) person.

It is not illegal. I know, in America, or at least in most states, there's usually a provision for that - usually something like, as long as they're within 2 years of each other, it's okay.
