I know what you mean about building other parts of a world that don't get covered in canon.

I know I harp on my favourite fic a lot, but it's a good example in this case - the writer has done a lot of world-building for both Dwarven society and Easterling society in LotR. Dwarves have a bit of coverage in canon, but all we know about the Easterlings is that they serve the Dark Lord.

When you know an OC's background, you know better how they will see the canon characters, and react to canon events.
