I think a lot of this stuff is coming from people who have very little experience of alcohol (and tend to be a little scared of it or judgey about it) and don't realize just how vast a spectrum there is between "pleasantly buzzed" and "too drunk to walk/talk/know where they are/consent." Or that some people drink to lower their inhibition on purpose because they want their inhibitions lowered, like you said, specifically so they can drown out their inner shyness and actually maybe get laid. Is it a healthy way of dealing with things? Not really. Is it rape though? NOPE.

For an experienced drinker, two or three beers or glasses of wine is not going to make you too sloshed to consent. (You shouldn't drive, true - but drunk sex is unlikely to kill anyone instantly; there's a scale of risk here.)

Depends on where you are, and what the local legal standard for "impaired" is.

I wonder how these people would react if they ever went to a college party. By their logic, half the people there would be raped and/or a rapist.
