I personally think Levi ranks as Squad Leader, but functions as a specialized one (he was the leader of the Special Operations Squad after all)- hence the title 'heichou' instead of 'buntaichou'- which then probably ranks him the same as Mike and Hanji, the conventional Squad Leaders. And since they are all second in command from Erwin, that likely makes them military officers.
That's my two cents on the topic, anyways. The information regarding a lot of the setting of Shingeki has just been so frustratingly vague

I don't know if this was one of the mangaka's magnificently Engrish translations (see: "Attack on Titan") or what, but we have a word for surveying/information gathering/scouting as part of the military, in English: reconnaissance. Why yes, "survey" is one of the first literal translations of 調査 on J-dict, sparky, have a cookie and dunk it the milk of your fail. If you'd only scrolled down a little bit further to find 調査隊 or "reconnaissance team/corps" you might have come up with something an English speaker might actually call a military unit!
