...I don't think it can be racist, since it's not a race. It could possibly be discriminatory.

It's not discriminatory if you're just using it as a description, the same way you'd say someone's a blond or brunette or whatever. If you're using it to make generalizations about them (along the lines of "they must x, they're gingers"), that's... sketchy, to say the least.
