This is one of those things where your fandom and fic preferences change your POV dramatically, I think.
I've seen a lot of OOC fanfic by teenagers on AO3 and I think there are plenty of adults on ff.net who have more interest in churning out chapters than improving their style, but you have a point about stealth badfic being more upsetting. It's interesting to hear how passionately people hate OOC stuff over fic that's technically lacking....
