Kevin (from The Sandstorm 1&2) described Cecil. Presumably Kevin and Cecil are eachother's double. Though, it does seem odd that Cecil (or Kevin) would have a picture of himself on his desk.

And I wouldn't find odd Cecil and Kevin keep pictures of each other at their desks... *redirects you to the concept of "Kismesis" from Homestuck* XD

Well, not each other. Of themselves. It'd be like you keeping a picture of just YOU on your desk. Who does that? It is so if you get amnesia at work you can know the desk is yours?

Could be an Employee of the Month-type picture? He's probably the only one at that radio station who tends to survive more than a month anyway.

I loved a headcanon I heard that said Cecil isn't human but wants to appear human, so he has a picture of the appearance he chose for himself on his desk so he doesn't forget what he's supposed to look like. It's not a headcanon I share - i still believe the writers didn't think very hard about it - but I found it cute.

I'm fond of Human Cecil, myself (no tentacles, etc), but that IS a cute headcanon :3 I'd be willing to read a fic based on that.

You don't see it as often as you'd think, but there's a special place in my heart for the theory that he's some kind of non-human entity who takes on an appearance so average that it just kind of looks disconcertingly blank, as opposed to actually, you know, normal.

I wouldn't consider it odd if it's an event picture, like "the time I won that thing" or "me with the giant sandwich at last year's company picnic." I do, however, also really like the theories I've seen that they're A) mirrors or B) pictures of Carlos and Kevin's equivalent of him.
