I hadn't seen fans being jerkbuggies until people here mentioned it (and linked to the Tumblrs and whatnot), so on one hand I think throat jumping is probably less common than it seems from the outside but throat jumping period pretty much sucks so.

I kind of get it though because, say, when I went to a con, the first Cecil I recognized (purple shirt, blond wig, third eye), I was like 'Hey! It's a Cecil! How about that?' but the fifth, I felt like it was kind of boring that they were all blond. So I get wishing for more diverse representations of Cecil from the standpoint that I'd appreciate the fanart.

I find it funny that they "dress up as Cecil". You know a character who we don't what they look like. They could literally look like anyone. It's the lazy halloween costume where you go as yourself and say, 'oh no, I'm dressed up as Cecil.' The only thing you might need would be a microphone.
