You don't know anything about what she's like in bed though. It's not like it's automatically the same as someone's personality in other areas of life.

Even if it were, what we know of Gou in canon doesn't seem inconsistent with being "dominant". She's outgoing and proactive. She knows what she wants and will go to great lengths to get it. She's not shy, withdrawn or very easily flustered.

Just because it's not consistent with your interpretation of her character doesn't mean it's automatically OOC. It's certainly not how I interpret her either (although I'm really not a fan of d/s at all so I actively avoid interpreting characters as especially dominant or submissive when it comes to sex), but I know my interpretation isn't the definitive one.

Okay, one, you really can't tell what someone will be into in bed based on their personalities. For some people it's consistent, but for others, sexual fantasies are a place to do things they wouldn't normally. A lot of people who generally prefer to be in control in their normal lives find it refreshing and relaxing to be dominated by a partner that they trust. Sometimes more timid people will like to unleash a dominant persona in bed with someone they can trust to not undermine them. Two, honestly Gou's personality isn't even something that is inconsistent with domming. She's actually very good at taking over situations, steering things to go in her favor more, etc. I could pretty easily see her being a domme.
