Most people I know consider a 10/1 hits/kudos ratio a very good sign, but you always have to take things like the size of the fandom and the general habits of the people in it (do people comment but not leave kudos, stuff like that) into account and adjust the ratio you're looking for accordingly. Also once a fic gets really popular and gets lots of hits obviously that ratio can't hold anymore.

Obviously this shouldn't be the only criteria for finding good fic to read because sometimes a fic will get kudos just because it's written by a popular author, and sometimes a fic the fandom at large doesn't get into will be the perfect fic for you. But it can be useful.
