I'm not part of Yuletide, not as a participant or as a reader or anything, but I'm finding it interesting to read about how people feel about it.

If I were one of the Yuletide mods, and if I were concerned about this issue, neither of which is true in reality, I'd institute a lower cap for newer canons. Maybe halve the max fics for canons younger than six months old.

For a bit of Yuletide history, up 'til this year, fandoms under a year old were eligible for inclusion regardless of how many fics they had. They've actually already tightened the regulations quite a bit, and tightening them even further in an attempt to predict which fandoms will become large ones by next year wouldn't actually make most people happy.

Besides, numbers-wise, the fandoms OP's complaining about would get in under your hypothetical revisions anyway. They're at about 1/3 of the current cutoff for AO3, and way, way below that on ff.net.
