Ah. You're one of those people who thinks that exercising any sort of judgement whatsoever is "being judgmental". I regret to inform you that expecting people who know full well they're entering a social situation in public to bathe and do their best to avoid/minimize invading other peoples' boundaries is not being a judgmental person in the sense that you're referring to.

Expecting people to behave decently isn't judgmental. If people behave the way OP described, then everyone else has every right to judge the living shit out of them.
