The show is about clothing; the nudity and the embarassment are part of the theme and the story doesn't work without them. This is pretty much what the narrative in Kill la Kill is going for: http://sushiobunny.tumblr.com/post/64589948299/just-to-make-my-own-opinion-clear-kill-la-kill

Even the title refers to the clothing idea; kiru means "being dressed".
