The SUVs are more likely to be white than black, tbh. Or they drive around in a tan passenger van. I think Ford makes them special for government agencies, complete with coffee stains and chewed gum already smashed into the carpet so no one suspects the agency is wasting their budget on vehicles.

My husband works in a shipping port and yeah, most unmarked vehicles are white. Sometimes they get daring and order black.
