Isn't SHIELD less a bunch of spooks (on that subject, where are all the black agents?) and more an instrument of control. They drive around in their cars with the big Godwinated S.uper S.erious style of eagle on it, reminding people who might be even slightly different "we're watching you, we're always ready to jail you...for eveeeeeeer!". Those SUVs are perfect instruments of oppression, just another drip-drip of fear in the barrel. Probably got the idea from the British Government's mini-vans.
