There is some indication that the Corsair did.

But who knows if the Corsair is genderfluid or what.

But the Doctor has always identified as man, so imo even if he regenerated into a female body, he'd still be a man.

She's a genetic extrapolation. The process that created her may allow for certain variation so the population of the colony it's used on doesn't get to boring.
