Nine totally would have done that. I've always thought it was far more IC for Nine than Ten, tbh. It was a long time (in his timeline) before Ten ever did anything even remotely like this again (Waters of Mars). Both are cases of him abusing his authority.

It could be argued that it's a remnant hold-over from Nine. After all, the Doctor has only recently regenerated at that point, there's bits of his previous self floating around, and he's not fully settled into who he will be as Ten.

I do not know if Nine would have done it, but he didn't do it. I never saw him do anything so shitty for such a shitty reason.
