Do you mean even skin tone? "Normal skin colour" comes off as highly offensive.

I think they mean a skin color that isn't green or blue. At least that's how I read it.

Though I work with someone with vitiligo and while it's distracting (but then I tend to have a phobia of difformities, and while it's not, I do tend to find it difficult to ignore completely. And at least I knew what it was before I met the guy, so I didn't have to ask, or wonder if it was contagious...), it doesn't make someone "ugly".

And my definition of the word is pretty much the same as dreemyweird's.

^Yes, I meant even skin tone, but also the fact that the colour is natural and not produced by some kind of ailment. Deep purple/blue/inflammation red/jaundice yellow can all be quite disturbing at first, when one is yet unaccustomed to looking at them.

I have.

Normal Skin Color is perhaps not the best way to say it, but this person is talking about a legit, valid thing.

You should be able to infer that it means "normal for your skin type", whatever that maybe. You could be any race and not look so hot all jaundiced and dying.
