Even in The Sign of Four, he's just bored, bored, bored, and acting self-destructive as a result of his inability to deal with his depression. His need for cocaine is normally a psychological "addiction", not a real physical dependency -- he's unable to stand living for extended periods without a case to occupy his mind unless he has cocaine to make it bearable.
Which is, you know, a lot more interesting than a simple physical dependency, which can take hold of anyone, regardless of their personality or changes in their circumstances and surroundings. Whereas for Holmes, his drug use is completely based on his personality and external circumstances.
