I think there are some actors/characters out there that aren't necessarily attractive if you look at their mugshot. But combining their expressions, how they move, how they speak, how they behave and what they do... sexiness is not 100% about the face. In the case of this guy, I agree he's not very pretty, but he's so suave in the show it's hard not to think of him as being handsome, at least for me.

There's something bizarrely attractive about the guy no mater what character he's playing. At first I thought it was the accent, but that doesn't explain why he's more attractive than other people with Glasgow accents who look better than him.

He's a large part of the reason I got into OUAT in the first place.
