This depends. If the person writes fic and the bad grammar is affecting the quality of her writing, then it would be appropriate to mention it, in the spirit of helping her get better. I imagine a fic writer would care about improving their grasp of the language being used in said fic.

If this is just about her spoken English in regular conversation and whatnot, then I wouldn't bring it up. Correcting a non-native speaker's grammar is appropriate in a classroom setting. Everywhere else, it's just rude as hell.
