Many are, just as many [if not more] aren't. Several have one storyline that they follow regardless of the player's actions - and even the ones that do have various story lines, it's probably not all that hard to find LPs for the various story lines for most of them.

You also have to remember that not everyone enjoys "being an active participant" but enjoys the other aspects of games - and some just really like watching other people play, even if they don't enjoy playing games themselves.
