I think you could argue either way, and while--as a thread above points out--the creators intended Gothel to not care for Rapunzel as a person but as a possession, I think that simplification was necessary. I've seen a lot of people, here and elsewhere, argue that the maternal behavior of Gothel isn't abusive or even bad. And that's with the creators deliberately setting out to (subtly, admittedly) remove any moral ambiguity from Gothel as a character.
