Or you could just make them twins like the Italy brothers. Make Nothern California and a Southern California. They're twins and they hate each other.

Northern California is embarrassed by their sibling's behavior and wants to hang out with Oregon and Washington.

Oregon and Washington aren't crazy about this idea because they think Southern California is a flaky jackass and harshly judge both siblings based on that.

Ooooo~ Northern California is also a jerk who wants to charge for all of their water and Southern California is totally not on about that. Northern California is also all about being very “forward thinking” and can be pretentious about that.

Southern California doesn't like Oregon and Washington. Instead, they prefer to hang out with Nevada and Arizona, who they steal water from.

Essentially Southern California has a water... problem of some sort.
