Pretty much this. There wasn't a front row seat reserved for her, as OP says. There was a good chance that she'd be denied entrance either for having left or by just not doing the right things or by doing the wrong things so she never makes it back there. Plus, she went from HEAVEN back to a life she hated. I didn't like the series much after Dawn was introduced but even I can appreciate that there would be major angst after what she went through and the prospect that she wouldn't get back.
