Also, though she may have gotten to some heaven dimension the first time, there's no guarantee that it will be there the next time.

That was my understanding as well. She just managed to slip through worlds into a "good" dimension. She could just have easily ended up in Pylea or the world without shrimp. Now, you can read intention into it--that TPTB directed her to that dimension, but I can also buy it as a fluke.
