I get blaming SHIELD, since it was the research he was doing at their behest that got Selvig brainwashed in the first place and they'd reasonably have an obligation to him. Tony, though? He has no direct connection to Selvig, and it really isn't reasonable to blame him for not providing mental healthcare to some guy he scarcely met when there are other people who both have an obligation to him and might actually have the resources to find someone who has half a clue about how to handle the fallout of being mind controlled.

Though really, if we're flinging around blame for Selvig's mental state, shouldn't we be blaming Odin for not putting some Asgardian healers on the case? Loki being ultimately his responsibility and all.
