so why nobody's ever thought of that...

Because most adults aren't actually trying to solve a bullied child's problems; they're trying to give them a simplistic and pat, one-size-fits-all "solution" to get them to shut up and stop complaining about being bullied, because they don't actually take the problem at all seriously and think it's just "kids being kids."
