That's...really not what this secret means. It depends on the canon: in certain works, setting is important/relevant/is a big part of the source material, whereas in some works, setting doesn't really matter much to the story or characters.

Also, detailing a setting for a long time =/= writing good setting. In fact, that's pretty much the definition of writing setting badly.

I was under the impression that it meant they wish the author would emphasize setting as much as characters, and I was disagreeing. If they meant they wished the author would spend as much of their real time working on writing that part of the fic, then I'd agree with you that it totally depends on the canon.
