Yes, absolutely! How strong a preference depends on the fandom. I like romance for some characters, but I don't always develop strong shippy feelings in the first place, and when I do, I tend to get kind of picky and protective about them. Gen is more (sometimes much more) reliably enjoyable for me and it's what I tend to seek out first.
