But if POC does not take into account Asians, the a lot of the discussions I've seen about representation is suddenly pretty eh for a lack of a better term, racist...

True. But I think that generally, when discussing representation, people use POC in the sense of "non-white non-white-passing folks", which includes the non-white-passing Asians.
