Steve Blum has done hundreds of voices for so many series I can always tell it's him and he's awesome.

Also Joshua Seth and Mona Marshall, who played Tai and Izzy in Digimon were both in Wolf's Rain together as well as GitS SSS.

I recognized Mona Marshall as well in Guild Wars.

Mona does a lot of voicework in South Park and it cracks me up to imagine her innocent anime woobie chars saying some of that shit.
