Not to mention it was a great psych-out with the Master actually appearing, the Doctor thinking he "beat" it, and then realizing that it was referring to Wilf the whole time.

And the best part was that it didn't invalidate the Master theories either. It wasn't like RTD was like "oh well, they guessed it's the Master. better take him out and throw in a different plot so I can go 'ha ha ha' at the end." He played on both character and audience expectations and worked both manifestations in.
