The way my roommate tells it, it's a specific move popular in the black gay bars of the New Orleans area -- kind of like wearing an ascot or the (mostly completely false) left-ear piercing, or more appropriately voguing. And it would be like the dance competition from the 1920s, to see who could do it the longest and the best, so it was every single person in the room doing it. Which is why so many people are upset about it not getting the recognition. It doesn't look as ridiculous wen everyone in the room is doing the same move.
