My minimal definition would be interacting with other fans. I think that often includes creating fic/art/mixes but I think commenting on others' work counts too. That's why I don't feel like I can consider myself in any fandoms even though I'm a fan of various things. Sometimes I read fic but I never interact with anyone. Except here sometimes.
