I'm... puzzled.

Possibility 1: Someone involved in the show -- definitely including the actors, maybe also someone higher up -- is intending to convey desire. Female fans are accurately identifying desire. The people involved in the show are lying about it.
Possibility 2: No one involved in the show is intending to convey desire, yet female fans are identifying desire. So,
2a: The actors are actually desiring each other?
2b: Desire is being conveyed without any intent or relation to the truth. <--Which is to say, that expert identification of desire has false positives.

So they are saying that either the showrunners are lying or the actors desire each other?

Also, I find it disturbing that the writer is arguing that UST signals between characters in shows are the same as warning signs given by threatening men.

I think I basically agree with you. The product on the screen is artificial -- whatever is there, somebody put there.

I don't think it's 'signs of desire', I think it's two hot guys that work together are hot to some women. (Some) women will always think the two hot guys are gay, no matter what the context of the show is.

They pretty clearly think they're seeing 'signs of desire'.
