Give her a final warning, and if she doesn't wise up, ban her.

If you worry about the kind of impact this can have on her in the long run, mark your calendar and tell her you'll unban her in a year and she can try again, if she's still interested. Most likely, she won't be, or her behavior will have gotten at least slightly better.

I was 10/11 when I first got into fandom, too, and I turn 21 in half a year. *solidarity high five*
