I'm with everyone else, it's not bullying and you should ban her. Give her one final warning saying she will be banned if she does not change her behavior, then follow through when she acts out. I'd say she's being the bully here, honestly. And 11 is old enough to know better. Also if there aren't any consequences to her actions how will she ever learn/why would she ever change?
