you'd think she'd be free to wander around town and make friends

And generate a shitstorm just by appearing, possibly be kidnapped and held for ransom, or even killed by people who aren't big fans of their kingdom and its royalty? That's a realistic cause to stay in a guarded castle all the time, although whether it's implied or ignored in a story depends on whichever's more plot-convenient.
